刘保利，1994年9月，博士，副教授，博士生导师。
2022年博士毕业于华中科技大学（师从李志纯），同年28岁入选大连海事大学“兴海副教授”人才引进计划并聘任为副教授。长期致力于智慧港航与智能海洋运作优化研究，在区域港口资源调度、海上低空经济、绿色燃料加注等方面，取得了一系列成果，在领域重要期刊和会议发表论文四十余篇，包括交通运输领域最高水平的理论性学术会议ISTTT论文、交通运输领域知名期刊Transportation Research Part A/B/C/E、Computers & Operations Research、Transport Policy、国内权威期刊系统工程理论与实践、中国管理科学等，部分论文受到国内外院士及知名学者的引用和积极评价。研究成果获中国物流与采购联合会科学技术进步奖一等奖；相关决策支持成果获辽宁省交通运输厅主要领导批示；作为唯一主编出版战略性新兴领域“十四五”本科教材《港口管理优化决策》一本（编著；新形态教材）。担任TRD在内的多个SCI一区和二区期刊客座主编，TRB、EJOR、TRE、COR、TRD、CIE、系统工程理论与实践等期刊审稿人，国家自然科学基金管理科学部函评专家。主持国家自然科学基金面上、青年项目、辽宁省社科和自科基金项目等近十项，参与国自科重点项目等多项国家级项目。
